With Cedric dying in the 4th Harry Potter novel, it wouldn't make sense for him to be in a game that takes place years 5 later.

Though they all livednear each other, none of them ever actually hang out together-- this may be due to the fact that their families are all extremely different, to say the least. While Harry did already partly know Cedric, they weren't exactly friends from the beginning.

There's a good chance that the house they walked by belonged to the Diggory family. Ollivander called Cedric's wand " pleasantly springy " and told him that the unicorn hair inside of it was from a specifically " fine male unicorn.
Ash wands are very devoted and loyal wands. Since Cedric died, the wand is most likely no longer usable, as ash wands tend to lose their power once used by a different person. Cedric was most likely buried with his wand.
Another Hogwarts student who also had an ash wand was Ron Weasley. However, this wand didn't last very long. During the D. A's meetings, Cedric was a key point of interest, with students wanting accounts of how he died, and his former girlfriend, Cho, seeking comfort from Harry, by asking whether Cedric would have survived if he had known what they were being taught. Harry, in turn, assured her that Cedric had known what he Harry was teaching the other students, but Cedric was simply unable to match Voldemort's experience and evil, and that Harry himself had made it back through good luck, rather than greater talent.

Even Pansy Parkinson , who usually had something negative to say about everyone's appearance, acknowledged his good looks. The fact that Fleur Delacour tried to use her Veela allure on him to charm him into becoming her date for the Yule Ball was further proof of how attractive he was to the opposite sex.

He also appeared to possess a strength of character that was not unlike Harry's. This came into play when Fleur's turning the force of her Veela charm on him while asking him to be her date for the Yule Ball. He refused, for he already had a date. Hence, it could be said that Cedric was a man of his word with remarkable inner strength, especially given how he was able to successfully resist the allure of Veela charm which could be overwhelming and keep his previously made promise.
All the female Gryffindor Chasers described him as being "strong and silent" , suggesting that he was sensible enough to speak only when it was absolutely necessary. He was also courteously polite to foreigners: though he supported Ireland during the Quidditch World Cup final, he was still civil to Viktor Krum who was from Bulgaria. The fact that his spirit's last request to Harry had only been to take his body back to his parents also proved that he loved his parents dearly.
While this side of him was never seen in the original timeline, he appeared to have a sense of honour and importance for his title at the school. This was proven by the fact that in one of the alternate timelines, in which he was humiliated during the Triwizard Tournament, this feeling of embarrassment eventually led him to join the Death Eaters.

Despite his son trying to point out that it wasn't Harry's fault, Amos countered by remarking that Harry hadn't done anything to correct them. After Cedric's death, Amos was overcome with grief.

However, their relationship was not to last, as she soon began using their relationship to talk about Cedric and try to get some closure over his death, which ultimately failed as Harry disliked talking about it, and refused to, leading Cho to cry.

They assisted each other multiple times during the Tournament out of good sportsmanship, agreeing in the end that they were equally winners.
Both of them touching the Triwizard Cup led to Cedric's murder, an event which haunted Harry for years. During Harry's duel with Voldemort, his spirit appeared to assist Harry when the two wands connected. He asked Harry to bring his body back to his parents.
When the connection was broken, he and the other spirits that appeared distracted Voldemort to buy Harry enough time to escape to safety with his body. Harry risked his own life to fulfil Cedric's request and retrieve his remains. He nearly died as the Portkey was too far away to reach, forcing him to use a Summoning Charm.
Harry would later use the death of Cedric along with the deaths of his mother and father as added motivation when fighting Lord Voldemort. Harry avenged Cedric when he killed Voldemort at the end of the Battle of Hogwarts. Pomona Sprout, his Head of House and Professor. When Harry Potter became the second Hogwarts champion in , he felt that she had become distant with him as she was partial to Cedric because he was in Hufflepuff.

But, even with Quidditch in common, they did not spend time together until they were both chosen as Triwizard Champions and thus forced to do so. They are acquaintances, certainly, but not friends. Dues to class schedules it can be very difficult to form bonds at Hogwarts School of Witchcraft and Wizardry with a student who is both not in your house and not in your year.
Cedric and Harry were in Hufflepuff and Gryffindor respectively and were two years apart at school. They didn't share dorms, common rooms, meals, practices, or classes. Most cross house friendships we see in the Harry Potter series are across house lines, but with students in the same year.
Like Harry and Cedric, different students in both houses and years don't spend enough time together most often to create firm bonds. Fans of the Harry Potter series do get to see Cedric and Harry in one another's company quite a few times, but it always surrounds the Triwizard Tournament. They meet up after their names come out of the Goblet of Fire, they see each other at tasks and photo calls, but this doesn't ever bring Harry and Cedric into each other's company between official engagements for more than a quick word.
That's not really a full friendship. Cedric is not mean spirited. He is genuinely kind to Harry throughout their competitive endeavors in the Triwizard Tournament, but he does ask Harry how he managed to get his name into the Goblet of Fire.
